Can the arms race between India and Pakistan be stopped?

It is one year since the conflict in Kargil - described by some as the "fourth war'' between India and Pakistan. Delhi saw the outcome of the conflict as a decisive defeat for Islamabad.

Since then, both countries have continued a military build-up. India is about to celebrate Victory day -- but what is there really to celebrate? Who is to blame for continued tensions between the two countries? How can the years of animosity be overcome?
